Raleigh started the Bio-Energy Recovery Project in 2019 to manage waste byproducts at its Neuse River Resource Recovery Facility (RRRF) in North Carolina. The water utility, also the city's main wastewater treatment plant, had outdated biosolids handling equipment and increasing sludge volumes that motivated the plant to upgrade to advanced anaerobic digestion. 

Besides decreasing the biosolids quantity, the thermal hydrolysis process will also help the Neuse RRRF produce renewable energy to be used by the city's transport system. The high-quality biosolids will be used as soil conditioner.
